Henry Gabriel Cisneros (b. 1947) was Mayor of San Antonio 1981-1989 — the first Hispanic mayor of a major U.S. city since the post-WWII era. Clinton HUD Secretary 1993-1997. Pleaded guilty 1999 to 1 misdemeanor count of lying to FBI about payments to a former mistress (Linda Medlar); pardoned by Clinton January 2001. Independent counsel David Barrett's investigation became the longest in U.S. history (10+ years, $21M). Founded American CityVista housing-developer firm post-HUD.
