Inherited NYC at a moment of urban crisis: 1966 transit strike, 1968 sanitation strike, 1968 teachers strike (Ocean Hill-Brownsville), 1970 racial unrest. Famous for walking into riot zones to defuse tension after MLK's assassination April 4 1968 — credited with keeping NYC calmer than other major cities.
