Background
Michael C. Moore (b. 1952) was Mississippi Attorney General 1988-2004. Pioneer of state tobacco litigation — filed the first state Medicaid-recovery suit against tobacco companies May 23 1994. The state-AG coalition he organized produced the 1998 Master Settlement Agreement: $246B over 25 years. Tobacco lawyers' fees became the largest in U.S. legal history.
