Member traded ticker(s) whose issuer has accumulated ≥25 federal enforcement filings (SEC litigation releases, DOJ corporate-resolution announcements). Threshold elevated from 10 to 25 to filter out megacaps (Apple, Google, Microsoft) that have ordinary press-release volume vs. tickers under genuine repeated regulatory scrutiny. Useful as a context tag in combination with committee jurisdiction (P25) and pre-event timing (P71).
